To help protect our pilots, Citizens for Prosperity will often recommend the use of less traditional routes through the system. However, it seems that a gang of outlaws has gotten word and has begun to stage repeated ambushes along one such flightpath. Rather than just go around the problem and risk it persisting along the new route, we feel it we be prudent to meet these outlaws head on.
You and whatever support ships you enlist will head to ~mission(Location|Address) and neutralize any hostiles you find laying in wait there. They have been known to operate in smaller packs, so it's vital that you wait until all of the hostiles have been dealt with.
