It feels that whenever we start to make real progress in the system, the outlaws are there to push one step back. We had recently cleared out ~mission(Location|Address) only to learn that a new outlaw gang has taken root there, using it as a launching point for various criminal enterprises.
Since we can't afford to let this rot spread, you and a few support ships are being charged with heading there to clear out all the gang's packs. After you deal with one pack, be sure to wait until all of the hostile packs have been dealt with.
